In a joint work with Olivier Wittenberg we show that the Brauer-Manin obstruction controls the behaviour of zero-cycles on homogeneous spaces of linear groups over number fields. When the stabilizers are finite and supersolvable our method is also applicable to rational points. This can be used, for example, to obtain a refined version of the inverse Galois problem for supersolvable groups over any number field.
