Based on the gravity theory proposed recently by Horava, we work out how
perturbations behave about the vacuum of the theory. We observe two
different strong coupling problems: one associated with the principle of
detailed balance (an elegant but not essential ingredient of the theory),
and the other, as a result of the extra degrees of freedom from breaking
Lorentz invariance. These problems suggest that General Relativity is not
recovered in the infra-red limit, as was initially expected.
