Communication with Artificial Intelligences

As computational systems become more intelligent, should we expect that
improved ability to communicate with humans will follow naturally?
I argue here that real communicative ability cannot be
regarded as an optional `bolt-on’ and that we have to start to regard it
as an essential property of intelligent systems.
