We will consider a world volume version of the classic Horava-Witten analysis of M-theory that leads to heterotic string theory. The spacetime orbifold induces a gauge anomaly that is cancelled by chiral fermions in the fundamental of U(N) and that are localised at the fixed-points. This provides a novel picture of heterotic strings in terms of a 2+1 Chern-Simons theory with additional boundary degrees of freedom. Such theories are also familiar to condensed matter systems.
