There has been a shift in emphasis in science curriculum policy from a predominantly instrumentalist approach towards values of citizenship and democratic participation. Such tendencies reflect aspects of deliberative democracy in which shared aims are striven for through processes of rational discussion and deliberation. I will argue that there is a lack of epistemological justification and empirical grounding for these aspirations and present new models which hold out more promise for social justice and democracy. However these models also carry risks and uncertainties.
