Who owns the sky? Climate solutions: what might work, what doesn't and why

In this seminar we explore and debate current approaches to managing carbon emissions, such as the EU Emissions Trading System, cap-and-trade, and the cap-and-share model that is now attracting attention in Europe.

Our speaker is Peter Barnes, Senior Fellow at the Tomales Bay Institute. Peter’s work focuses on how market economies need a strong third sector – alongside private companies and the state – of independent trusts linked to “cap and rebate” schemes that involve all citizens in stabilising the climate. His advocacy of a “Sky Trust” which applied these ideas to stabilising the climate has attracted the interest of commentators such as Robert Reich, Secretary of Labour under President Bill Clinton, Bill McKibben, author of ‘The End of Nature’, Richard Parker, author of ‘John Kenneth Galbraith: His Life, His Politics, His Economics’ and Robert F. Kennedy, Jr. of the US Natural Resources Defense Council.
