公共服务均等化始终是中国政府高度关注的议题，而用来达到这个均等化目的政策工具，非财政转移支付莫属。过去十年，中国中央政府对下转移支付力度逐年提高。2009 年中央对下财政转移支付占到了自身财政收入的约70%。如此大的力度理应获得大家的关注。但目前转移力度多是中央对省，那么省级政府对下转移支付的力度为何？动机与激励又是哪些？对下转移支付后取得了哪些成就？省以下是否更均等化了？为了更能实现公共服务均等化的理想，中央又当如何改善转移支付的体制来应变呢？演讲将详述以上问题与研究方法。
