He helped start the Emergencies division, now called the Crisis, Conflict and Arms division, and has worked in places such as Albania, Kosovo, Sri Lanka, Syria, Libya, and Israel/Palestine. Most recently he supervised HRW ’s divisions that cover Crisis and Conflict, Arms and Technology, including the Digital Investigations Lab, and managed HRW ’s internal research training.

Fred worked at the Yugoslav war crimes tribunal and has testified in five war crimes trials, including against former Yugoslav President Slobodan Milosevic. His books include A Village Destroyed: War Crimes in Kosovo (co-written) and Modern Albania: from Dictatorship to Democracy.
