Emergencies and the State

The seminar is focused on emergencies and the state. Nat is interested in the changing politics of resilience as an organising principle for government action in addressing climate-related disasters. Breaking with the universalising trope that resilience simply equates to the ’’neoliberalisation’ of governance, he plans to outline some of the new state forms and arrangements that have developed under the nomenclature of resilience. On the other hand, Leo is interested in the particular challenges that long-lasting emergencies pose to the state. By thinking through blackouts, Leo will propose that the security guarantee of the state is parametrical and has distinct limits, after which the governance of emergencies is solely dependent on ad-hoc measures. This seminar will touch upon themes including governance, the politics of contemporary disaster resilience, justice, blackouts, climate-related disasters and state intervention.
