While a large body of disaster risk research has focused on exploring what groups are more vulnerable to the impacts of disasters, there has been less attention paid to how to reach vulnerable groups prior to and during disasters. This talk will explore some of the best practices and challenges to develop targeted disaster mitigation responses to support vulnerable groups.
