DESCRIPTION:The disappearance\, torture and murder of Universi
ty of Cambridge PhD student Giulio Regeni in Cairo
has shed a spotlight on widespread human rights v
iolations in Egypt\, including the enforced disapp
earance of hundreds of Egyptian citizens over the
past two years. Research recently published by Amn
esty International has exposed the central role pl
ayed by the Egyptian Ministry of the Interior\, an
d collusion by the judiciary\, in a large number o
f these cases. \n\nThe fact that Giulio was a fore
ign citizen\, a victim of human rights violations
in a country other than his own\, has a number of
implications which are worth exploring both in leg
al and societal terms. From the point of view of i
nternational law\, there is an overlap between hum
an rights law and international norms on the treat
ment of foreigners. Giulio's disappearance\, tortu
re and extrajudicial killing are violations of hum
an rights\, belonging as such to all human beings
independently of nationality. At the same time\, a
s violations of the rights of a non national\, the
y necessarily involved his state of origin. The tr
ansnational element\, while not superseding the hu
man rights approach\, brings a second government (
Italy) into the picture. The fact that Giulio was
Italian has implications on a societal level as we
ll\, as Italian society was strongly influenced by
the fact that Giulio was Italian (and clearly dif
ferent from the reaction by public opinion to huma
n rights violations by the government of another c
ountry which are not against its own citizens … ho
wever successful NGO campaigns on human rights abr
oad may be).\n \nIn this lecture\, Dr Antonio Marc
hesi\, Professor of Law at Università di Teramo an
d President of Amnesty International’s Italy secti
on will reflect on the implications of Giulio Rege
ni’s case for efforts to secure justice for victim
s of human rights violations in a transnational co
ntext and share his experience as a human rights p
ractitioner from leading Amnesty International Ita
ly's campaign (“Verità per Giulio”) which has comb
ined a variety of methods including media work\, p
 ublic meetings\, collecting signatures\, hanging y
ellow banners on public and private buildings\, l
obbying while building a broad-based alliance of
key individuals including Giulio’s parents\, with
journalists\, MPs and civil society organisations
to draw attention not only to Giulio’s own case bu
t also other human rights violations in Egypt. \n\
