DESCRIPTION:In a small room\, a number of the Republic Securit
 y Council delegates gathered around a table to dec
 ide whether to invade an enemy planet. One delegat
 e wishes to *veto* the measure\, but worries such 
 a move might jeopardize the relations with some ot
 her member states. Can he successfully veto the pr
 oposal *without revealing his identity*? \n\nThe d
 elegate's job is not easy.  *All communication is 
 public*\, so everybody can hear everything he says
 .  There are no preestablished secret keys he coul
 d use to encrypt his messages.  Besides\, any such
  messages would reveal his identity to the receive
 r anyway.  \n\nDespite those difficulties *there i
 s a way* for the delegate to place his veto anonym
