DESCRIPTION:I will introduce the concept that a strong source is also a go
 od detector for signals of the same frequency. Base on this fact\, and com
 bine with other considerations\, binary pulsars can be very good detectors
  for the stochastic gravitational waves background around 10^{-4} Hz. This
  frequency is relevant in constraining the white dwarf binary population i
 n the galactic center\, or preheating/phase transition at TeV scale.  This
  method is fundamentally different from all existing GW detectors and has 
 its unique advantage.
