DESCRIPTION:This paper is a part of a one year scoping study\, ‘Internat
ionalisation and Education Reform in Kazakhstan’\, jointly conducted by
the Faculty of Education University of Cambridge and Nazarbayev University
Center for Education Policy in August - September 2012. Although the prim
ary focus of the study was to document the most recent educational initiat
ives in the country\, references to and comparisons with the previous syst
em of education\, which was often referred to as ‘Soviet’\, but also
‘traditional’\, ‘old’ and ‘conservative’\, were numerous. This
prompted the authors of this paper to address the questions: What memorie
s and practices of Soviet education are still dominant in the field of edu
cation in Kazakhstan? How do these beliefs continue to shape educational d
ebate in the country? The discussion in this paper is organised around the
following themes: foundational principles of Soviet schooling\; approache
s to knowledge and assessment\; teacher preparation and methodology. To su
pport this paper\, the authors of the paper draw on the literature on Sovi
et education\, interview data and\, of equal importance\, their own experi
 ences of Soviet schooling.
