DESCRIPTION:‘Skills‘ is a central concept in a number of acade
 mic and policy debates.  Yet there is a lack of ad
 equate instruments for theoretically grounded empi
 rical measurements of level and specificity of ski
 lls. The dominant approaches that use qualificatio
 ns as a proxy of skills have been criticised from 
 numerous perspectives (e.g. Borghans et al. 2001).
  This paper develops a methodology for measuring s
 kills within performance domains\, i.e. by conside
 ring what individuals claim to be doing at work. T
 he level of skills is measured on three dimensions
 : level of uncertainty (complexity of procedures f
 or acquiring and working with information)\, auton
 omy (capacity to redefine or change the procedures
 ) and continuous skills building. Analysis of spec
 ificity of skills focuses on transferability of sk
 ills (difficulty of switching employer as viewed b
 y employee) and specificity of work (difficulty of
  replacing employees as viewed by employers). Empi
 rical results includes data on more than 20 Europe
 an countries.
