DESCRIPTION:In this paper I present the results of a mixed-met
 hods investigation of educational leadership in Ro
 manian upper-secondary schools. In a sample of fou
 rteen institutions\, teachers responded to a quest
 ionnaire eliciting perceptions of leadership pract
 ices by the school head teachers. The same practic
 es constituted the basis of a series of semi-struc
 tured interviews with the heads\, whose main concl
 usions were integrated with those of the quantitat
 ive data analysis. Results confirmed initial theor
 etical assumptions about the nature of the leaders
 hip practices\, grouping the 18 activities include
 d in the measurement scale in four dimensions of p
 ractice: setting the school’s goals and mission\, 
 promoting teachers’ professional development\, coo
 rdinating learning and teaching and the implementa
 tion of the curriculum\, and creating a safe and s
 ecure learning and teaching environment. Across al
 l these dimensions\, teachers’ ratings of school l
 eaders’ actions were particularly high\, with few 
 significant between-school differences. This homog
 eneity of practices emerged from the interviews as
  being based in a set of stringent external pressu
 res. These constraints were viewed by a majority o
 f school leaders as severely limiting their repert
 oire of leadership activities and as also directly
  connected to high levels of perceived poverty\, a
 cross all school stakeholders and levels.
