DESCRIPTION:We construct a periodically time-dependent Hamilto
 nian with a phase transition in the quantum Hall u
 niversality class. This Hamiltonian is closely rel
 ated to that of a discrete time quantum walker\, b
 ut additionally it allows us to study effects of d
 isorder. A particular choice for the form of the H
 amiltonian enables us to determine the time evolut
 ion of the system in one of the dimensions exactly
 . Simulations of the system can thus be performed 
 in one dimension\, thereby reducing the computatio
 nal effort required. We investigate the topologica
 l phase transition associated with tuning between 
 different quantum Hall plateaux and determine the 
 critical exponent for the divergence of the locali
 sation length. Our scheme can in principle also be
  implemented in cold atoms experiments\, opening t
 he doors to investigating the quantum Hall phase t
 ransition in a one-dimensional cold atoms set up.
