DESCRIPTION:\nIn theory\, a right to information (RTI) should help citizen
 s in holding the government to account. However\, RTI in itself can be a l
 imited tool and it may only work where many other institutions exist. The 
 question then arises whether RTI is at all necessary if such institutions 
 already exist. Even as governments embrace e-governance\, and public opini
 on polls routinely publish the 'pulse of the nation'\, whether RTI confers
  any new rights on citizens and the extent to which such rights contribute
  to justice are among important questions that need further scrutiny. This
  seminar aims to explore these and other questions based on reflections on
  some case studies.
