DESCRIPTION:Despite the lack of expertise and experience on development ai
 d issue\, the World Trade Organization has become the main institutional f
 orum for the new 'Aid for Trade' regime\, which now claims about 30% of al
 l official development assistance commitments ($ 41.7 billion in 2008 and 
 steadily increasing). This paper analyses the role of the WTO Secretariat 
 leadership and trade ministers in events leading to the Hong Kong Minister
 ial in December 2005 which resulted in a 'forum shift' of the Aid for Trad
 e agenda from the World Bank to the unlikely forum of the WTO. The decisio
 n of trade ministers to include the dimension of development aid in a high
 ly legalised forum of the WTO has important implications for the multilate
 ral trading system.\n
