DESCRIPTION:I will discuss some effects of small but finite viscosity\, di
 ffusivity and mean-field gradients on small-scale statistics in turbulent 
 velocity and passive scalar fields. The discussions will be from a view po
 int similar to that of linear response theory of systems at or near therma
 l equilibrium. The view provides an interpretation of similarities in a cl
 ass of phenomena which are apparently so different from each other.
