DESCRIPTION:Stirring generally enhances mixing\, aiding molecular diffusiv
 ity by amplifying scalar gradients. Scalars sustained by steady sources an
 d sinks\, however\, may best be mixed by flows with optimal transport prop
 erties. In this talk we describe differences between transient and steady 
 state mixing and discuss implications for the concept of effective (eddy) 
 diffusion.
