DESCRIPTION:It is often stated that a measurement is to establ
 ish the probability correlation between the measur
 ed object and the measuring apparatus. However\, t
 he precise meaning of this statement does not\nsee
 m to be understood consistently. Here\, we shall d
 iscuss this problem\, and clarify how the establis
 hment of a measurement is related to the contextua
 lity of quantum mechanics. From this point of view
 \, we discuss the simultaneous measurability of\nn
 on-commuting observables\, Bohr's reply to EPR's p
 aradox and failure of the propensity interpretatio
 n.\n
