DESCRIPTION:The early modern era witnessed the formation across Europe of
centralized states that captured increasing shares of resources as taxes.
These states not only enjoyed greater capacity to deal with domestic and e
xternal challenges\, they were also able to shield their economies better
against wars. This paper examines the Ottoman experience with fiscal centr
alization using recently compiled evidence from budgets. It shows that pri
marily due to the high shares of intermediaries\, Ottoman revenues lagged
behind those of other states in the 17th and 18th centuries. Ottomans resp
onded to military defeats\, however\, and achieved significant increases i
n central revenues during the 19th century.\n\nThis lecture will be follow
ed by a drinks reception from about 6.45 to 7.15. For details email ddc22.
